What does quality 21st Century school governance look like?

The What is 21C Learning states, "The community assures equity and embraces diversity, and its rich interconnection of relationships makes each individual as well as the overall community more vibrant and resilient." In my experience I think it looks like a school that embraces a learning philosophy that is shared by teachers, students and the community. Learning communities are not necessarily tied to geographical locations. Perhaps the word "school" is a changing term in the context of 21st Century Learning. The emphasis seems to be on 'learning' rather than "schooling." This line of thinking,suggests that the phrase "school governance" can also be an elastic term that may involve partnerships that extend beyond the immediate physical boundaries of the school. Do you find this valuable?
